Executive Order  No. 444: Establishing within the executive branch the disclosure of family relationships with other state employees

WHEREAS, it is critical that the citizens of our Commonwealth have full confidence in their government and the competence of those employed to serve and further the public interest;

WHEREAS, "sunshine" through open disclosure permitting public examination of relationships among those employed by the Commonwealth will work to ensure such confidence;

WHEREAS, a relationship between a state employee and an applicant for employment within the Executive Branch under the Governor should neither qualify an unqualified applicant nor disqualify a qualified applicant from obtaining such employment; and

WHEREAS, state employees working within the Executive Branch under the Governor shall be held to the highest standards of competence and shall be subject to such conditions of employment that the Governor lawfully may impose.

NOW, THEREFORE, I, Mitt Romney, Governor of the Commonwealth of Massachusetts, by virtue of the authority vested in me as Supreme Executive Magistrate under the Constitution, Part 2, c. 2, §I, do hereby order that:

Section 1. Each person applying for employment within the Executive Branch under the Governor must disclose in writing, upon such application, the names of all immediate family as well as persons related to immediate family by marriage who serve as employees or elected officials of the Commonwealth.

Section 2. All disclosures made by applicants hired by the Executive Branch under the Governor shall be made available for public inspection to the extent permissible by law by the official with whom such disclosure has been filed.

Section 3. This Executive Order shall take effect at 12 noon on January 9, 2003 and shall continue in effect until amended, superseded or revoked by subsequent Executive Order.
