EVV Implementation Plan for the PCA Program and ABI/MFP Waivers

MassHealth and its fiscal intermediary, Tempus FI, started rolling out EVV for consumer-directed programs in January 2024.

We focused on the PCA Program first. Consumers will be invited to register and onboard. The invitations will be sent in groups  through the end of summer 2025. Consumers with an Acquired Brain Injury (ABI) or Moving Forward Plan (MFP) Waiver will be added in early 2025.

MassHealth takes the implementation of EVV, and its effect on PCA Program and ABI/MFP Waiver stakeholders, seriously. We are deeply committed to building the best possible system for consumers, personal care attendants (PCAs), and other stakeholders. We must also ensure that the PCA Program and ABI/MFP Waivers comply with applicable requirements from the Centers for Medicare & Medicaid Services and federal laws.

We’ll continue to post information on the ABI/MFP Waivers as we implement EVV. If you would like to give us your feedback about the rollout, please see below. Stakeholder Engagement Opportunities

While developing the Consumer-Directed EVV Program in 2022–2023, EOHHS met with an EVV workgroup of PCAs, providers, and consumers. This group gave us important information that helped us effectively roll out EVV with integrity, keeping access and equity in mind. Stay tuned: we’ll continue to update this page with related information and opportunities to learn about EVV, ask questions, and provide feedback as we roll out EVV.
