211 CMR 7.00 sets forth rules and procedural requirements which the Commissioner deems necessary to carry out the provisions of M.G.L. c. 175, §§ 206 through 206D, and is declared to be necessary and appropriate in the public interest and for the protection of the policyholders and shareholders in the Commonwealth.
