211 CMR 77.00 governs proceedings on fixed-and-established motor vehicle insurance rates, including hearings and investigations to fix and establish fair and reasonable classifications of risks based on accident involvement and adequate, just, reasonable and non-discriminatory premium charges to be used and charged by companies in connection with the issue or execution of motor vehicle policies or bonds which are subject to regulation under M.G.L. c. 175, §§ 113B, 113C and 113L.
