WHEREAS, the quality of our public college and community college system is instrumental to the welfare and prosperity of thousands of students in the commonwealth:

WHEREAS, the quality of our public colleges and community colleges is essential to the quality of our workforce which must be able to compete on the leading edge of the international marketplace of the next century:

WHEREAS, the definition of the mission, roles and purposes of our public college and community college system needs to be periodically reviewed:

NOW, THEREFORE, I, William F. Weld, Governor of the Commonwealth of Massachusetts, by virtue of the authority vested in me as Supreme Executive Magistrate, do hereby order as follows:

Section 1. A Commission on the Future of the State College and Community College System is hereby established to advise and report to the Governor on matters affecting the future of that system, including its governance structure, the quality of its curricula, appropriate funding levels and funding sources, and the differentiation of its purposes and programs.

The Commission shall make such recommendations to the Governor as are concurred in by at least a majority of its members.

Section 2. The Commission shall consist of nineteen (19) members appointed by the Governor. The chair of the Commission shall be the Governor's Education Advisor.

In addition to the Governor's Education Advisor, the membership of the Commission shall include the following: the chancellor of higher education, a member of a board of trustees of a state college, a member of a board of trustees of a state community college, a president of a state college, a president of a state community college, a faculty member of a state college, a faculty member of a state community college, a student presently attending a state college, a student presently attending a state community college, a senator who attended a state college or community college and is nominated by the senate president, a senator who attended a state college or community college and is nominated by the senate minority leader, a representative who attended a state college or community college and is nominated by the speaker of the house, a representative who attended a state college or community college and is nominated by the house minority leader, and five at-large members who shall be chosen for their experience, temperament, ability and integrity.

Section 3. The Commission shall prepare by January 1, 1992, a report of its recommendations to the Governor with regard to the matters set forth in section one. Said report shall include proposed legislative action necessary to implement any of its recommendations.
