(SUPERSEDING EXECUTIVE ORDER NO. 283)

WHEREAS, Executive Order No. 283 was established during 1989 to facilitate the statewide planning, coordination, and utilization of data processing systems; and

WHEREAS, real progress has been made in utilizing information technology in state government; and

WHEREAS, there still exist many opportunities to use information technology more efficiently and effectively in the management of delivery of services by state agencies; and

WHEREAS, there are a number of broad policy issues that need to be addressed to maximize the benefit from information technology,

NOW, THEREFORE, I, William F. Weld, by virtue of the authority vested in me as Supreme Executive Magistrate, do hereby order that Executive Order No. 283 be revoked and replaced by this order as follows:

ARTICLE I: Composition of Committee

1.1 The Governor's Advisory Committee on Information Technology (hereafter "GACIT") shall be composed of not more than six employees of the Commonwealth and not more than twelve members from the private sector, none of whom may be owners or employees of companies doing computer business with the Commonwealth. The members of GACIT shall be appointed by the Governor and shall serve at the Governor's pleasure.

1.2 GACIT shall be chaired by one member from the private sector designated by the Governor.

ARTICLE II: Mission and Responsibilities of GACIT

2.1 GACIT shall periodically report directly to the Governor.

2.2 GACIT shall be responsible for advising the Governor on the direction the Commonwealth should proceed in utilizing information technology to improve the management of state government to decrease the cost of delivering services and to increase the quality and effectiveness of the services delivered. Information technology shall include but not be limited to data processing, office automation, voice and data communications, image and multi-media, the use of artificial intelligence and expert systems, and the automation of software development.

2.3 GACIT shall be responsible for reviewing the Commonwealth's use of information technology and advising the Governor on the issues raised by such review.

2.4 GACIT shall be responsible for helping the Commonwealth develop a long-range information technology and telecommunications strategy and plan.

2.5 GACIT shall be responsible for advising the Governor on the information technology priorities of the Commonwealth.

2.6 GACIT shall be responsible for special projects in the information technology field as requested by the Governor.

ARTICLE III: Agency Cooperation

Agencies within the Commonwealth shall cooperate with and render assistance to GACIT in the performance of its mission.
