Executive Order  No. 329: Governor's special commission on off-track betting

Table of Contents

WHEREAS, it is in the interest of the Commonwealth to further support the harness, thoroughbred and greyhound racing industries including the promotion of breeding programs, farmland and open space; and

WHEREAS, such support will create new and additional employment for our citizens in these and related industries; and

WHEREAS, such support should include the introduction of different technologies, such as off-track betting; and

WHEREAS, these objectives can best be accomplished by the appointment of a special commission to advise the Governor on the establishment of off-track betting;

NOW, THEREFORE, I, William F. Weld, Governor of the Commonwealth of Massachusetts, by virtue of the authority vested in me as Supreme Executive Magistrate, do hereby order the following:

  1. A Special Commission is hereby established to make recommendations to the Governor relative to establishing and implementing a system of off-track betting in the Commonwealth.
  2. The Special commission shall consist of twenty-six members appointed by the Governor who shall serve without compensation. The Governor shall designate the chair of the Commission. The membership of the commission shall include the Secretary of Consumer Affairs and Business Regulation, or her designee; the Secretary of Economic Affairs or his designee; the Secretary of Administration and Finance or his designee; the Chairman of the State Racing Commission or his designee; the Chairman of the House Committee on Government Relations or his designee; the Chairman of the Senate Committee on Government Relations or his designee; one member from Sterling Suffolk Racecourse Limited Partnership; one member from either Foxboro Thoroughbred, Inc. or Foxboro Harness, Inc.; one member from either Massasoit Greyhound Association, Inc. or Taunton Dog Track, Inc.; one member from Wonderland Greyhound Park, Inc.; one member of the thoroughbred racing industry who is not a current racetrack licensee; one member of the harness racing industry who is not a current racetrack licensee; one member of the greyhound racing industry who is not a current racetrack licensee; one member who has had experience in national, professional sports; one member who has had substantial experience with thoroughbred racing; one member who has had substantial experience with harness racing; one member who has had substantial experience in promoting horse racing in Massachusetts; and nine additional members with experience in business, legislation, racing or related fields.
  3. The Special Commission shall meet on a regular basis. The Commission shall report to the governor and make recommendations to the Governor regarding Off-Track Betting. The Commission shall investigate and review the various alternatives for operating and regulating off-track betting facilities as may currently exist throughout the United States and shall analyze the benefits and detriments associated with each form of operation and regulation. The commission shall report a specific plan to establish and implement off-track betting in the Commonwealth. The report shall be filed with the Governor on before September 15, 1992.
