Executive Order  No. 336: Establishing further regulations for aides-de-camp to the Commander-in-Chief

WHEREAS, G.L. c. 33 § 14 provides as follows:

"The aides-de-camp of the Commander-in-Chief shall consist of such appointed or detailed aides as deemed necessary by the Governor. Officers detailed under this section shall not be relieved from their ordinary national guard, army or air duties.

The aides-de-camp shall be commissioned or appointed and hold office until their successors are qualified. They may be removed at any time by the Commander-in-Chief.

No person shall be eligible for appointment as such aides-de-camp unless the individual so appointed shall have served at least two years in the armed services of the United States in time of war or national emergency, or the organized militia of the Commonwealth, or the Ancient and Honorable Artillery Company of Massachusetts.

The Commander-in-Chief shall prescribe by directive, the uniform of such appointed aides-de-camp."; and

WHEREAS, the Governor, as Commander-in-Chief of the military forces of the Commonwealth is authorized to make and publish regulations for the government of the organized militia pursuant to G.L. c. 33 § 5.

NOW, THEREFORE, I, William F. Weld, Governor of the Commonwealth of Massachusetts, by virtue of the authority vested in me as Supreme Executive Magistrate and pursuant to said §5 of chapter 33, do hereby make the following further regulations for aides-de-camp to the Commander-in-Chief:

1. The Commander-in-Chief's personal staff shall include military and naval aides (aides-de-camp) who shall perform such personal and ceremonial duties pertaining to their office as may be required of them by the Commander-in-Chief.

2. Organization

a. The aides-de-camp staff shall be from the personnel of the Army and Air National Guard; Reserve, retired, and former officers of the Army, Navy, Marine Corps, or Air Force of the united States; and the Ancient and Honorable Artillery Company.

b. The staff shall be composed of one chief of aides-de-camp with the rank of Brigadier General and such appointed or detailed aides as the Commander- in-Chief shall deem necessary. There shall be at least one naval aide.

c. Officers detailed for this duty shall not be relieved from their ordinary national guard or reserve duties.

3. Qualifications

a. No person shall be eligible for appointment as such aide-de-camp unless the individual so appointed shall have served at least two years in the armed services of the United States in time of war or national emergency or two years in the organized Militia of the Commonwealth, or two years in the Ancient and Honorable Artillery Company of Massachusetts.

b. Persons detailed as aides-de-camp shall have general knowledge of the organization, regulations, policies, operations, and protocol of the services they represent. Furthermore, they shall have reasonable familiarity with the organization and key personnel of the administration and legislature.

c. No person shall be detailed as aide-de-camp unless he or she is a qualified resident of the Commonwealth.

4. Appointments and Terms of Office

a. Aides-de-camp shall be commissioned by the Commander-in-Chief. Their commissions shall remain in effect at the pleasure of the Commander-in-Chief during his term.

b. An aide-de-camp may be removed at any time by the Commander-in-Chief.

c. Commissions are honorary in nature and shall not constitute a commission in the militia or entitle the recipient to any pay or benefits.

5. Duties and Responsibilities

a. The aides-de-camp shall perform those duties required by the Commander-in-Chief.

b. The Chief of aides-de-camp will take his orders directly from the Commander-in-Chief and will (i) instruct the aides-de-camp in their duties and responsibilities; (ii) schedule the assignments of the aides-de-camp; and (iii) prescribe the uniform to be worn for each occasion.

c. The Chief of aides-de-camp will be thoroughly familiar with diplomatic as well as military protocol. He is encouraged to refer to state Department and military protocol offices for guidance when in question.

6. Uniforms a. Each aide-de-camp shall have the following uniforms appropriate to his or her service organization:

Class A for both Winter and Summer Summer (or tropical) Mess dress

b. They shall, while performing the responsibilities as aide-de-camp, wear service or dress aiguillettes, as appropriate, to identify them as aides to the Commander-in-Chief.

c. The Chief of aides-de-camp shall prescribe the uniforms to be worn. His prescription will, as far as practical, coincide with the uniform prescribed by the local U.S. military commanders.

The commission as aide to the Commander-in-Chief does not authorize any officer to wear any uniform or appurtenance thereto of the armed services of the united states which is not strictly in accordance with the regulations of the parent service.

d. Aides-de-camp shall provide for the procurement of their uniforms.

e. It is incumbent upon each aide-de-camp to keep his or her uniforms clean, pressed, free from visible wear and properly tailored, and to keep themselves neatly groomed.
