CARES for Kids

MassHealth’s Coordinating Aligned, Relationship-centered, Enhanced Support (CARES) for Kids is a targeted case management (TCM) service that provides a single source of prompt, family-centered care coordination for children and youth with complex medical and social needs.

All CCM members under the age of 21 are eligible for CARES for Kids. CCM services will not change. CARES will complement existing services and not affect your authorized service hours or any other services that you receive.

"Kaleigh Mulligan Program”

Kaileigh Mulligan Program (home care for children with disabilities):

  • This program allows certain children with severe disabilities (under 18 years of age) to live at home with their parent(s) and have MassHealth eligibility determined without counting the income and assets of their parent(s).

MassHealth Personal Care Attendant (PCA) Program- A MassHealth program that helps people with permanent or chronic disabilities access personal care services that are managed and overseen by the member or their designated surrogate.

What does this mean?

Authorized Services

Activities of Daily Living (ADLs) and Instrumental Activities of Daily Living (IADLs)

ADLs; may be authorized for limited time for IADL tasks that may be incidental to member’s ADL needs.

Typically, HH aide authorizations may have less per week hours than PCA.

Supervision

PCA program is consumer directed, meaning the member is the employer. PCAs is may perform tasks at direction of the consumer.

Home Health Aides are supervised by nurses; they cannot perform services that require the judgment of a nurse

HH aides are much more limited in the tasks they can perform.  Example tasks a HH aide cannot perform: medication administration tube feedings, simple trach care, etc.

Family Eligibility

Federal law does not allow a parent, spouse, or legal guardian to be a PCA. Another family member, friend, or individual can serve as a PCA.

Family members, including a parent, spouse, or legal guardian. 

A parent or legal guardian may be a member’s home health aide but cannot be a PCA for a PCA consumer.

MassHealth Guidelines for Medical Necessity Determination for Home Health Services- MassHealth’s clinical guidelines for home health services including, intermittent nursing services, home health therapy services, and home health aide services. Important, these guidelines do not address clinical eligibility for continuous skilled nursing (CSN) services.
