MassHealth MCO Quality and Equity Incentive Program (MQEIP)

Under the MQEIP, MassHealth’s Managed Care Organizations (MCOs) are incentivized to pursue performance improvements in three domains; demographic and health-related social needs data, equitable quality and access, and capacity and collaboration. MCOs can refer to the resources provided below for information regarding MQEIP implementation, measure specifications, and deliverables templates and timelines.

Implementation Plans & Technical Specifications

The Performance Year 1 (PY1) Implementation Plan and Technical Specifications provide additional detail related to implementation of MassHealth’s MQEIP for the first MCO Performance Year from April 1, 2023 – December 31, 2023 of the MCO contract (April 1, 2023 – December 31, 2027). Information pertaining to PY2-5, representing calendar years 2024-2027, is forthcoming.

  • As part of the MQEIP, MCOs will submit narrative deliverables (unless otherwise specified) via OnBase.  To request access to the OnBasre system, please email Health.Equity@mass.gov.  Existing OnBase users can login here.
