Executive Order  No. 584: Ensuring Access to Skilled Labor by Varying the Terms of Plumbing Licensure in the Commonwealth

WHEREAS, on October 4, 2018, the Governor issued a declaration that the state of emergency initially declared on September 14, 2018 continues to exist in the Towns of Andover and North Andover and the City of Lawrence in the Commonwealth;

WHEREAS, in consultation with the team leading recovery efforts, I have determined that the need for skilled plumbers continues to far exceed the labor supply of licensed Massachusetts plumbers;

WHEREAS in consultation with the Division of Professional Licensure and the Board of State Examiners of Plumbers and Gas Fitters, I have determined that it continues to be necessary and expedient to meet the state of emergency by allowing license holders from states outside of the Commonwealth and our neighboring states to perform plumbing work in the affected municipalities without the need for a formal examination of their qualifications as set forth in section 4 of chapter 142 of the General Laws;

WHEREAS, all work performed by such  license holders will be supervised by licensed master plumbers and permitted and inspected by the municipalities in which the work is performed; and

WHEREAS, amending the previously prescribed conditions and restrictions for the issuance of temporary journeyman plumbing licenses will further facilitate the expeditious and critical deployment of additional plumbers from outside of Massachusetts to the affected communities. 

NOW, THEREFORE, I, Charles D. Baker, Governor of the Commonwealth of Massachusetts, by virtue of the authority vested in me by the Constitution, Part 2, c. 2, § 1, Art. 1, do hereby order as follows:

Executive Order No. 582 is hereby amended by inserting in subsection (2) of the second paragraph of Section 2, after the word “education”, the following words:  or 4,000 hours of on the job training. 

Given in Lawrence at 9:40 AM this 26th day of October in the year of our Lord two thousand eighteen and of the Independence of the United States of America two hundred forty-three.
