WHEREAS the public health and economic well-being of the citizens of Massachusetts are gravely affected by preparation for nuclear war and the constant threat of nuclear confrontation; and

WHEREAS the Commonwealth of Massachusetts has a wealth of knowledgeable public health professionals, educators, businessmen and women, labor representatives, legislators, community activists and thousands of other citizens who have been long active in addressing the impact of the nuclear arms race on our citizens and our economy; and

WHEREAS I as Governor of the Commonwealth have, by Executive Order 242, ordered that the Commonwealth shall seek to ensure the safety of its citizens by the pursuit of policies reflecting a serious commitment to prevention of nuclear war, such policies to include education of our citizens concerning the real nature of nuclear war and efforts to influence national policy towards negotiation of an end to the nuclear arms race; and

WHEREAS the Massachusetts members of the United States Congress have repeatedly shown a commitment to halting the ever-escalating nuclear arms race; and

WHEREAS the Massachusetts legislature by resolution in 1981 and the citizens of Massachusetts by referendum in 1982 have declared their clear desire for a halt to the nuclear arms race;

NOW, THEREFORE, I, MICHAEL S. DUKAKIS, Governor of the Commonwealth, acting pursuant to the authority vested in me as Supreme Executive Magistrate, hereby establish the Governor's Advisory Committee on the Impact of the Nuclear Arms Race on Massachusetts, and further order as follows:

1. The Governor's Advisory Committee on the Impact of the Nuclear Arms Race on Massachusetts will be comprised of no fewer than fifteen (15) nor more than twenty-five (25) Massachusetts citizens.

2. Members selected shall have a demonstrated commitment to arms control, a willingness to assist the Commonwealth to better understand the economic and health impact of arms reductions, and an interest in influencing the reallocation of resources towards the employment, education and health needs of Massachusetts communities.

3. The members of the Advisory Committee shall be appointed by the Governor and shall serve at the pleasure of the Governor.

4. The purpose of the Advisory Committee shall be to recommend to the Governor policies and programs which address the effects of the nuclear arms race on Massachusetts citizens and the Massachusetts economy and further the prevention of nuclear war.

5. The Advisory Committee shall address areas of concern related to this purpose, giving particular consideration to mental health, public health, education and economic issues related to the threat of nuclear war and the continuing escalation of the nuclear arms race.

6. The Advisory Committee may develop proposals on its own initiative or in response to requests from the Governor. In so doing the Committee may, on behalf of the Governor, enlist the talents of a wide range of concerned citizens as individual consultants or as members of ad hoc working groups chaired by members of the Committee. Proposals approved by the Advisory Committee shall be forwarded to the Governor for his consideration.

7. The Advisory Committee or any of its members may offer advice and assistance to the Governor, at his request, in carrying out policies and programs recommended by the Committee or otherwise related to its purpose. The Advisory Committee, primarily through Co-chairs to be appointed by the Governor, shall maintain regular communication with the Governor. The Advisory Committee shall meet with the Governor when necessary, but no less than twice a year.
