WHEREAS, it is in the interest of our Commonwealth and the responsibility of its governor to encourage and facilitate strong and healthy businesses throughout the Commonwealth; and

WHEREAS, it is in the interest of our Commonwealth to foster mutually beneficial public-private partnerships; and

WHEREAS, business people possess knowledge, experience and skills which they wish to share with state government for the benefit of our citizens; and

WHEREAS, it is in the interest of the Commonwealth to support businesses of all sizes;

NOW, THEREFORE, I, Michael S. Dukakis, Governor of the Commonwealth of Massachusetts, by virtue of the authority vested in me as Supreme Executive Magistrate, do hereby order as follows:

Section 1. Executive Order No. 196, creating the Governor's Advisory Council on Small Business, is hereby revoked.

Section 2. An advisory body is hereby established which shall be known as the Governor's Business Advisory Council, amending the name previously established under Executive Order No. 255 known as the Governor's Advisory Council On Small Business.

Section 3. The Council shall have the following functions and responsibilities:

  1. To provide a channel through which the Governor and his economic aides will hear and respond to problems, ideas, concerns and advice from the business community.
  2. To help refine and achieve the Governor's economic development goals and to act as a source of creative, practical ideas for the Administration.
  3. To serve as a resource for identifying business representatives to serve on various boards, commissions and other advisory bodies.
  4. To do any and all things necessary or convenient to carry out the purpose or exercise the powers expressly granted in this order.

Section 4. The Council will have a chairperson and vice chairpersons chosen by the Governor and serving at his discretion.

Section 5. The Council shall have a steering committee consisting of the chairperson, the Secretary of the Executive Office of Economic Affairs, the Director of the Governor's Office of Economic Development, and the Commissioner of the Department of Commerce and Development. Policies, activities and plans of the Council will be approved by the steering committee.

Section 6. Members of the Council shall be appointed by the Governor for a term of two years.

Section 7. The Council will be organized into committees by business groupings. Each committee of the Council shall have a chairperson chosen by the Governor and serving at his discretion.

Section 8. The initial committees to be established are a Small Business Advisory Committee and a Manufacturers Advisory Committee. Additional committees may be formed upon the recommendation of the steering committee and the approval of the Governor.

Section 9. The committees of the Council shall meet at least three times annually, and as considered necessary by each committee chairperson. The committee chairpersons of the Council will meet periodically as a group, at the discretion of the Council chairperson.

Section 10. Committees may form subcommittees at the discretion of their individual chairpersons. The Council and its committees may call upon individuals and task forces from outside its membership for support, research and recommendations relating to the functions of the Council.

Section 11. The Council shall receive the cooperation of all state departments and agencies in carrying out its activities.
