EOHHS public hearings

Coronavirus Update:  Due to the coronavirus emergency, MassHealth and EOHHS are holding public hearings remotely. All public hearings will occur on the advertised dates and times. Details and instructions for attending and testifying remotely are provided below for each hearing. If you plan to testify at a remote hearing, EOHHS strongly encourages you to register in advance. EOHHS encourages you to submit written testimony in addition to, or instead of, providing testimony at the hearing. Instructions for registering online and for submitting written testimony can be found in the Notices of Public Hearing.

If you would like to testify at an upcoming public hearing, you may register online.  Please register as soon as possible, but no later than one full business day before a scheduled public hearing, to ensure that your registration is received and processed. Any registrations submitted later than one business day before the scheduled public hearing will be given an opportunity to testify on a first-come basis after all other registrants have testified and as time permits.

You may also submit written testimony about proposed regulations by the specified date by emailing ehs-regulations@mass.gov. Please submit electronic testimony as an attached Word document or as text within the body of the email and type the name of the regulation in the subject line. All submissions must include the sender's full name and address. Persons who are unable to submit electronic testimony should mail written testimony to

Due to the coronavirus emergency, the public hearing for proposed amendments to 101 CMR 348.00: Day Habilitation Services (originally scheduled for April 3, 2020) has been cancelled and will be rescheduled at a later date. The deadline for written comments (April 10, 2020) will also be rescheduled for a later date.  Once a new date for the hearing and written comments have been scheduled, MassHealth will notify interested parties through standard processes.

The comment due date has been extended to 5 p.m. on Friday, April 10, 2020.
