WHEREAS, on June 10, 1953, I proclaimed the existence of a state of emergency resulting from the tornado which struck the Commonwealth on June 9, 1953; and
WHEREAS, to protect the lives and property of the citizens of the Commonwealth, to provide shelter for many of those who were left homeless, and to promote the public health, safety and convenience, it is essential to proceed without delay to repair and reconstruct projects constructed by a housing authority or authorities and destroyed or damaged by such disaster.
NOW, THEREFORE, I, Christian A. Herter, Governor of the Commonwealth, pursuant to the power vested in me by Chapter 639 of the Acts of 1950 and all other powers, and under the provisions of chapter 500 of the Acts of the current year, hereby order that during the period of said emergency a housing authority may, with the approval of the Chairman of the State Housing Board, award a contract or contracts for the projection, repair and reconstruction of any one or more of its projects destroyed or damaged by the tornado, without the requirement of competitive bids therefor.
