Executive Order  No. 73: Establishing a Youth Task Force on the Environment, and defining its powers and duties

WHEREAS, young people of the Commonwealth have manifested their interest in helping to solve environmental problems in the Commonwealth; and

WHEREAS, these young people can provide valuable assistance through their endeavors; and

WHEREAS, these young people have formed an ongoing entity in advance of the passage of legislation establishing The Environmental Quality Control Council, which will provide the citizens of the Commonwealth with protection from all polluters whether they are public or private; and

WHEREAS, these young people have come together to do research and to make constructive recommendations regarding goals toward which the Commonwealth could move to avoid further abuse of our vital environmental resources; and

WHEREAS, the Environmental Quality Control Council Legislation provides for the establishment of a Youth Task Force on environmental quality in cooperation with students and with the institutions of secondary and higher learning located within the Commonwealth;

NOW, THEREFORE, I, Francis W. Sargent, Governor of the Commonwealth, by virtue of the authority vested in me as Supreme Executive Magistrate, do hereby order as follows:

1. There is hereby created the Youth Task Force on the Environment, which shall be bi-partisan in nature and the membership of which shall be open to all students of secondary and higher educational institutions. The said Youth Task Force shall select its chairman.

2. The powers of the Task Force shall include, but shall not be limited to the following:

(a) To collect, review, analyze, and make avail- able to the Governor and the citizens of the Commonwealth on a continuing basis, information relating to present and projected plans and programs of all state agencies and departments, of all political subdivisions of the Commonwealth, and of all other organizations interested in environmental matters.

(b) To advise the Governor on matters relating to the quality of the environment in Massachusetts and suggest priorities for action.

(c) To assist public and private agencies in their efforts to preserve, protect and improve the environment of the Commonwealth.

(d) Propose, and support legislation pertaining to environmental matters.

(e) To seek funds for support from private and public sources.

(f) To act generally to promote a better environment for Massachusetts.

3. The Task Force shall carry out the foregoing responsibilities until the legislation establishing the Environmental Quality Control Council becomes effective. The Task Force shall then file a complete report of its activities and accomplishments to the said Council.

Given at the Executive Chamber in Boston this twenty-second day of June in the year of Our Lord one thousand nine hundred and seventy and of the Independence of the United States of America, one hundred and ninety-fourth.
