WHEREAS, The transportation of passengers on vehicles of the Metropolitan Transit Authority has been interrupted by a strike which has continued in violation of a restraining order issued by the Superior Court for Suffolk County, and

WHEREAS, As a result of such interruption, the availability of essential services to citizens of the Metropolitan Boston area has been threatened to such an extent that the health and safety of the community has been endangered;

NOW, therefore, I, JOHN A. VOLPE, Governor of the Commonwealth of Massachusetts, by virtue of the powers conferred upon me, do hereby declare that an emergency exists.

GIVEN at the Executive Chamber in Boston this thirty-first day of March in the year of our Lord, one thousand nine hundred and sixty two, and of the Independence of the United States of America, the one hundred and eighty- sixth.
