Executive Order  No. 80: Establishing a Governor's Commission of Boating Advisors, and defining its powers and duties

WHEREAS, the waterways of the Commonwealth are becoming increasingly crowded; and

WHEREAS, the need to educate the public about boating practices which save lives and protect the environment becomes more critical each year; and

WHEREAS, it is essential that representatives of the boating public be organized in order to promote the prompt exchange of advice and assistance with the Division of Motorboats;

NOW, THEREFORE, I, Francis W. Sargent, Governor of the Commonwealth, by virtue of the authority vested in me as supreme executive magistrate, do hereby order that:

  1. There is hereby created the Governor's Commission of Boating Advisors. The Commission shall consist of forty-eight members who shall be appointed by the Governor and who shall serve at his pleasure.
  2. From time to time the Governor shall designate one of the members as Chairman.
  3. The Director of the Division of Motorboats shall be an ex officio member of the Commission.
  4. The Commission shall meet upon call of the Chairman but in no event less than twice a year.
  5. The Commission may develop, in conjunction with the Division of Motorboats, and present to the Governor recommendations regarding legislation which is deemed necessary to improve boating practices and conditions in the Commonwealth.
  6. The Commission shall assist the Governor and the Division of Motorboats in improving and implementing procedures for educating the public about safe boating practices.
  7. The Commission shall aid the Governor and the Division of Motorboats in the development and promotion of boating practices which protect our environment.
  8. The Commission shall advise the Governor and the Division of Motorboats of practices which it believes should be instituted to improve boating conditions in the Commonwealth.

Given at the Executive Chamber in Boston, this thirteenth day of May in the year of Our Lord one thousand nine hundred and seventy-one, and of the Independence of the United States of America, one hundred and ninety-fifth.
