Executive Order  No. 28: Transfer of Ground Observation Corps to State Civil Defense Agency from Adjutant General

WHEREAS, responsibility for the organization and administration of the Ground Observer Corps in this Commonwealth has been assigned to the Adjutant General by Executive Order No. 9, issued January 24, 1951; and

WHEREAS, it is deemed in the best interests of the military and civil defense to transfer such responsibility to the Civil Defense Agency:

NOW, THEREFORE, I, Christian A. Herter, Governor of the Commonwealth, acting under the provisions of Acts of 1950, Chapter 639, and in particular Sections 4 and 6 thereof, do hereby issue this order as a necessary preparatory step in advance of disaster, and as part of the comprehensive plan and program for the Civil Defense of the Commonwealth.

  1. Effective July 1, 1955 the Director of Civil Defense of the Commonwealth shall be responsible for the organization and administration of the Ground Observer Corps, in conformity with the rules and regulations of the United States Air Force.
  2. Effective July 1, 1955, and subject to availability of funds and the approval of the Director of Civil Defense, personnel assigned to the organization and administration of the Ground Observer Corps in the Department of the Adjutant General are hereby transferred to the Civil Defense Agency.
  3. The Director of Civil Defense is hereby authorized to provide, without charge therefor, office space and services for members of the United States Air Force assigned to assist in the organization and administration of the Ground Observer Corps in the Commonwealth.
  4. Each city or town selected as the site of an observation post of the Ground Observer Corps shall assist and cooperate with the Director of Civil Defense and the United States Air Force in the establishment and operation of such post.
  5. Executive Order No. 9, issued January 24, 1951, is hereby terminated effective July 1, 1955, provided, however, that such termination shall not affect the validity of any action taken prior thereto under the authority thereof.
