WHEREAS, all available labor and equipment should be utilized for the production of articles and materials necessary for the prosecution of the war; and

WHEREAS, the labor of prisoners and the equipment and facilities in the penal institutions of the Commonwealth are available for the production of certain necessary war materials; and

WHEREAS, the Government of the United States, acting through the Bureau of Governmental Requirements, has requested that said labor, equipment and facilities be utilized for the production of certain necessary war materials and that such materials be sold to said Government or to certain agencies thereof; and

WHEREAS, the production of such materials for sale to the Government of the United States by prisoners confined to said penal institutions is prohibited by the provisions of existing statutes:

NOW, THEREFORE, I, LEVERETT SALTONSTALL, Governor of the Commonwealth of Massachusetts, acting under the authority of Acts of 1941, chapter 719, section 7, Acts of 1942, chapter 13, and all other authority vested in me, do hereby issue this order as a measure necessary and expedient for meeting the supreme emergency of the existing state of war between the United States and certain foreign countries.

The production and sale to the Government of the United States or any agency thereof, of articles and materials produced by the labor of prisoners confined to penal institutions of this Commonwealth for use in the prosecution of the existing war only is hereby authorized to such extent as the Commissioner of Correction deem advisable and subject to such rules and regulations as he may prescribe.

The provisions of General Laws (Ter. Ed.) chapter 127, sections 62, 63 and 67A, shall not be deemed to prohibit or in any manner affect any action authorized by this order.

GIVEN at the Executive Chamber in Boston, this 29th day of June, in the year of our Lord one thousand nine hundred and forty-two, and of the Independence of the United States of America, the one hundred and sixty-sixth.
