Table of Contents

WHEREAS, Title II, Part VIII of Public Law 346 - 78th Congress, Chapter 268, 2nd Session, cited as the "Servicemen's Readjustment Act of 1944" provides that servicemen meeting certain requirements and under specific conditions shall be eligible for, and entitled to receive education and training pursuant to the provisions of said Part VIII at an approved educational or training institution; and

WHEREAS, paragraph 4 of said Part VIII further provides that the Administrator of Veterans' Affairs shall secure from the appropriate agency of each state a list of the educational and training institutions (including industrial establishments) within such jurisdiction, which are qualified and equipped to furnish education or training (including apprenticeship and refresher or retraining training) which institutions shall be deemed qualified and approved to furnish education or training to such persons as shall enroll under said Part VIII; and

WHEREAS, said paragraph 4, of said Part VIII further provides that wherever there are established State Apprenticeship Agencies expressly charged by State Laws to administer apprentice training, whenever possible, the Administrator shall utilize such existing facilities and services in training on the job when such training is an apprenticeable occupation; and

WHEREAS, no Apprenticeship Agency has been designated in this Commonwealth to furnish the said Administrator with such a list; and

WHEREAS, it is the duty and obligation of the Commonwealth to cooperate in the readjustment in civilian life of returning World War II Veterans by designating such an Apprenticeship Agency.

NOW, THEREFORE, I, Maurice J. Tobin, Governor of the Commonwealth of Massachusetts, acting under the provisions of Acts of 1941, Chapter 719, as amended by Acts of 1943, chapter 3, Acts of 1942, Chapter 13, section 2 (10) and section 3, as amended, and all other authority vested in me, do hereby issue this order.

I.

EXECUTIVE ORDER NO. 73, given on August 31, 1944, is hereby amended by striking out in line 7, the following words "(including apprentice- ship and refresher or retraining training)" and by inserting the following words "(including refresher or retraining training but excluding apprenticeship)".

II.

The Commissioner of Labor and Industries is hereby authorized, empowered and designated as the appropriate agency of this Commonwealth to compile and furnish to the Administrator of Veterans' Affairs a list of the industrial establishments within the Commonwealth, which are qualified and equipped to furnish apprentice training to such persons as shall enroll under Part VIII of Title II of Public Law 346 - 78th Congress, chapter 268, 2nd Session, entitled "An Act to provide Federal Government aid for the readjustment in civilian life of returning World War II Veterans", and any amendments thereto.

Nothing contained in this order shall be deemed to abridge any power, authority, or duty, conferred upon the Commissioner of Labor and Industries by any other provision of law.
