WHEREAS, the production and distribution of bread within the Commonwealth are, and may continue to be interfered with, delayed or obstructed by the operation of certain laws affecting said production and distribution.

NOW, THEREFORE, I, MAURICE J. TOBIN, Governor of the Commonwealth of Massachusetts, acting under the authority of Acts of 1942, Chapter 13, Section 3, Clause (16), and Section 3, and of all other authority vested in me, do hereby issue this order as a measure necessary and expedient for meeting the supreme emergency of the existing state of war between the United States and foreign countries:

The Commissioner of Labor and Industries of the Commonwealth is hereby authorized and empowered to suspend the application or operation of any or all of the provisions of General Laws (Ter. Ed.), Chapter 94, Sections 7,8,9, and 10, as amended, when in such instances, and for such periods of time as the said Commissioner deems such suspension necessary to remove any interference, delay or obstruction in connection with the production or distribution of bread within the Commonwealth.

The powers and authority herein delegated to and conferred upon the Commissioner of Labor and Industries shall be exercised by him by the issuance of permits to persons who have filed written applications therefore with the said Commissioner and who have furnished to him such pertinent information as he may require.

Given at the Executive Chamber in Boston, this twenty-first day of March in the year of our Lord one thousand nine hundred and forty-six, and of the Independence of the United States of America, the one hundred and seventieth.
