Executive Order No. 105 is hereby amended by deleting paragraph two of the order in its entirety and substituting therefor the following new paragraph:

2. The Commission shall be composed of at least fifteen members appointed by the Governor. Eight of the members shall be appointed for terms of three years and shall include one representative of public community colleges, one representative of private junior colleges, one representative of postsecondary, proprietary vocational schools, one representative of public secondary schools including area vocational schools, one representative of postsecondary technical institutes, one representative of public four-year colleges and universities, one representative of private four-year colleges and universities and one representative of continuing education programs. Two members shall be appointed for terms of one year and shall include one student representing public postsecondary institutions and one student representing private postsecondary institutions. Five members shall be appointed for terms of five years and shall be broadly representative of the general public. In his initial appointments to the Commission, with the exception of the student members, the Governor may appoint some members to less than full terms so that an approximately even number of terms will expire in each successive year. No member may designate a substitute to represent him or her with voting privileges at Commission meetings. In the event that any member misses three consecutive regularly scheduled meetings of the Commission, his or her membership shall thereupon be terminated. The membership of the Commission may be increased by the Governor from time to time as may be necessary or convenient to enable the Commonwealth to receive, for the Commission, any grants or other funds from the United States. The Governor shall, from time to time, designate one member of the Commission to serve as chairman. Members shall receive no compensation for their service but may be reimbursed for expenses necessarily incurred in rendering such service. The Commission shall meet at the call of the chairman and shall meet at least four times a year.
