Executive Order  No. 163: Motor gasoline distribution plan for Connecticut licensed cars in Hampden, Hampshire, and Franklin Counties

Pursuant to the powers vested in me by Part 2, Chapter 2, Section 1 of the Constitution of the Commonwealth of Massachusetts and Sections 6 and 8 of Chapter 639 of the Acts of 1950 as amended by Section 4 of Chapter 579 of the Acts of 1968, and in conformity with Executive Order 12140 of the President of the United States; and upon my determination that an amendment to the Massachusetts motor gasoline distribution plan is necessary in Hampden, Hampshire and Franklin Counties only for Connecticut registered cars only because Massachusetts is experiencing a shortage of motor gasoline available for retail distribution such that the public health, safety and welfare is endangered, I hereby require effective 12:01 a.m., Monday, July 2, 1979 that:

1. Motor gasoline retail sales outlets in Hampden, Hampshire and Franklin Counties only will observe, for Connecticut registered cars only, the Connecticut odd-even plan.

A. purchasers with Connecticut license plates the last number of which is an even number may purchase gasoline on even numbered days of the month, such as the 2nd, 4th, 6th, etc,;

B. purchasers with Connecticut license plates the last number of which is an odd number may purchase gasoline on odd numbered days of the month, such as the 1st, 3rd, 5th, etc.;

C. if any number appears on the license plate at all, the last number shall prevail to determine if the plate is odd or even;

D. if the license plate contains no numbers, and the last letter on the plate is A through M, gasoline may be purchased on even numbered days of the month;

E. if the license plate contains no numbers and the last letter on the plate is N through Z, gasoline may be purchased on odd numbered days of the month.

2. The following Connecticut registered vehicles are exempt under the Connecticut plan.

A. farm registration plates

B. municipal vehicle registration plates

C. ambulances

D. fire apparatus

E. commercial vehicles over 10,000 pounds in weight

F. Connecticut vehicles bearing a Connecticut fuel exemption sticker with registration number on the driver's side of of the windshield

G. only other exemptions provided for under the Connecticut plan will be honored

3. This will apply to all retail gasoline stations in Hampden, Hampshire and Franklin Counties including stations in those counties located on the Massachusetts Turnpike.

4. This order shall terminate, unless extended or previously revoked, at midnight on September 30, 1979.
