Table of Contents
WHEREAS, a sound elementary and secondary education program is essential to the continued prosperity of the Commonwealth and to the preservation of the rights and liberties of its citizens; and
WHEREAS, the young men and women of the Commonwealth deserve and require educational programs and facilities of the highest standards; and
WHEREAS, the Governor and Secretary of Educational Affairs recognize the need for timely and substantive input by educational officials, teachers and parents into the development of executive positions on key educational issues in order to enhance the effectiveness of the elementary and secondary education programs conducted throughout the Commonwealth; and
WHEREAS, the establishment of a special council composed of educational officials, teachers and parents serving in an advisory capacity to the Governor and Secretary of Educational Affairs would provide a forum for the discussion of issues of mutual concern;
NOW, THEREFORE, I, Michael S. Dukakis, Governor of the Common- wealth, by virtue of the authority vested in me as supreme executive magistrate, do hereby order as follows:
I. The Governor's Local Educational Advisory Council, hereinafter referred to as the LEAC, is established as follows:
A. The LEAC shall consist of but not be limited to the following members appointed by the Governor with the advice of the Secretary of the Executive Office of Educational Affairs who shall be an ex-officio member.
1. One member shall be appointed representing the Federation for Children with Special Needs;
2. One member shall be appointed representing the Massachusetts Association of Vocational Administrators;
3. One member shall be appointed representing the Massachusetts Association of School Committees;
4. One member shall be appointed representing the Superintendent of Schools of the City of Boston;
5. One member shall be appointed representing the Massachusetts Association of School Superintendents;
6. One member shall be appointed representing the Massachusetts Association of School Business Officials;
7. One member shall be appointed representing the Massachusetts Educational Conference Board;
8. One member shall be appointed representing the Massachusetts Elementary School Principals Association;
9. One member shall be appointed representing the Massachusetts Junior High/Middle School Principals Association;
10. One member shall be appointed representing the Massachusetts Federation of Teachers;
11. One member shall be appointed representing the Massachusetts Parent, Teacher, Student Association;
12. One member shall be appointed representing the Massachusetts Secondary School Principals Association;
13. One member shall be appointed representing the Massachusetts Teachers Association;
14. One member shall be appointed representing the Boston Teachers Union;
15. One member shall be appointed representing the Massachusetts School Counselors Association;
16. Eight parents of students representing the geographical areas of the Commonwealth.
17. The Commissioner of Education or his designee.
B. The members of the Council shall be a chief officer of each organization or their designees, or a parent of a child, attending public school in the Commonwealth. Members of the Council shall be appointed by the Governor upon the recommendation of the appropriate nominating organization in consultation with the Secretary of Educational Affairs and shall serve one year terms, unless sooner removed by the Governor. When a vacancy occurs for any reason, a new member representing the same organization shall be appointed to fill the remainder of the unexpired term. In appointing members to fill vacancies created by the death, resignation or removal of a parent member, the Governor shall appoint, from among the nominations of the parents on the Council, candidates to fill such vacancies until the expiration of the terms.
C. The Governor may from time to time appoint other organizations to the Council. All organizations shall have an equal number of representatives on the Council.
D. Members of the Council shall serve without compensation.
II. The Council shall have the following responsibilities:
A. To advise on issues identified by the Governor and the Secretary of Affairs as affecting elementary and secondary education.
B. To meet quarterly and at such times as the Governor and the Secretary of Educational Affairs deems necessary.
C. To promulgate rules and regulations governing its procedures.
D. To select from among its membership such officers as may be appropriate, with the exception of the Chairperson, who shall be designated by the Governor.
