Table of Contents

WHEREAS, it is the intent of the present administration to provide the most effective and efficient mental health care to the people in need of such services, and,

WHEREAS, there is a decline in the patient population at the state hospitals of our commonwealth, and,

WHEREAS, there exists the need to utilize the facilities as efficiently as possible to save on energy, maintenance and capital costs,

NOW, THEREFORE, I, Edward J. King, Governor of the Commonwealth by virtue of the authority vested in me as Supreme Executive Magistrate, do hereby order as follows:

  1. There is hereby created a committee, to be known as the Taunton State Hospital Advisory Committee, to consist of seventeen members who shall serve without compensation. The members of the Committee shall be appointed by the Governor, and shall serve at the pleasure of the Governor. The membership of the Committee shall consist as follows: three representatives from the private business sector in the region five area; three representatives from the mental health care field; four municipal officials from the city of Taunton; one officer of the Taunton State Hospital employees union; one member of the Board of Trustees of the Taunton State Hospital; the state superintendent of buildings or his designee; four representatives from civic associations who by virtue of their backgrounds will provide a spectrum of expertise. The Governor shall designate one member to act as chairman.
  2. The Committee shall undertake an all encompassing analysis of the present resources allocated to Taunton State Hospital and the continued necessity for such resources. Factors to be considered shall include, but are not limited to, the quality of patient care, the institutional population trends, the reliance upon Taunton State Hospital facilities by the surrounding communities, and the cost effectiveness of services that are either presently provided, or are planned to be provided.
  3. The Committee shall direct to the Governor specific recommendations to insure that the appropriate services be provided at Taunton State Hospital, to improve the quality of patient care as provided, and to create a cost effective program for the delivery of these services.
  4. The Committee shall submit to the Governor a written report of its findings and recommendations no later than July 15, 1981.
