The CBHC Clinical Quality Incentive (CCQI) and CBHC Quality and Equity Incentive Program (CQEIP)

Overview

The CBHC Incentive Program aims to support CBHC efforts on continuous quality improvement and to incentivize positive quality and equitable care outcomes for MassHealth members.  To support improvement for both clinical performance on access to care in addition to addressing health inequities, the CBHC Incentive Program is comprised of two components:

  • Component 1: The CBHC Clinical Quality Incentive Program (CCQI)
  • Component 2: The CBHC Quality and Equity Incentive Program (CQEIP)

The CBHC Clinical Quality Incentive (CCQI) Program component incentivizes MassHealth’s CBHCs to improve timely access and follow-up to appropriate urgent care while reducing unnecessary readmissions for members experiencing a behavioral health crisis who are in need of effective crisis stabilization. The CBHC Quality and Equity Incentive Program (CQEIP) component incentivizes MassHealth’s CBHCs to pursue performance improvements in three domains: demographic and health-related social needs data; equitable quality and access; and capacity and collaboration.  These incentives are part of larger efforts at EOHHS to center equity alongside quality as a pillar of value-based care and as a priority for the state's health care system.

  • As part of CQEIP, CBHCs will submit narrative deliverables (unless otherwise specified) via OnBase. To request access to the OnBase system, please email Health.Equity@mass.gov. Existing OnBase users can login login here.
  • MassHealth can provide additional guidance on how to use and register for OnBase. Please email Health.Equity@mass.gov to request this information.

CQMV Portal Reporting System

As part of the CBHC QEIP, CBHCs will submit quantitative data (unless otherwise specified) via the Clinical Quality Measurement Vendor (CQMV) Portal. Further information to be provided. Access the CQMV-QEIP portal to login or register.
