Executive Order No. 174: Establishing committees to assist in implementing the recommendations of the Governor's Management Task Force

WHEREAS, the Governor's Management Task Force has submitted its final report to the Governor; and

WHEREAS, this report is the result of months of work by management specialists from the private sector and was financed through contributions by business, professional and educational organizations; and

WHEREAS, the recommendations outlined in the Task Force report suggest methods for improving state government management operations; and

WHEREAS, properly implemented, these recommendations will improve the effectiveness and efficiency of state government; and

WHEREAS, to assure the implementation effort achieves maximum results, the Governor's Management Task Force has made a commitment to continue the working partnership with state government and to provide advice and counsel to expedite the implementing of Task Force recommendations.

NOW, THEREFORE, I, Edward J. King, by virtue of the authority vested in me as supreme executive magistrate, do hereby order as follows:

1. I hereby establish Governor's Management Task Force Advisory Committees on Human Resources, Financial Management, Purchasing, Revenue, and Motor Vehicle Regulation, respectively. Each committee shall be composed of no more than six members from the private sector who shall be appointed by the Governor and who shall serve during his term and at his pleasure, and no more than four members who shall be state employees knowledgeable in each committee's respective subject area and who shall be designated by the Governor and who shall serve ex officio. The Governor shall from time to time designate a private sector member of each Committee as that Committee's Chairman.

2. Mission and Responsibilities of the Advisory Committees. Each Committee shall have the following responsibilities:

a. Meet regularly to provide guidance, counsel and assistance to state agencies and officials in establishing priorities, strategies and methodologies for implementing Task Force recommendations.

b. Cooperate with appropriate state personnel by supporting their efforts and offering advice and counsel for the effective and efficient accomplishments of their tasks.

c. Review requests for additional private sector assistance and make recommendations to the Task Force Board of Directors.

d. Report periodically to the Task Force Board of Directors on overall progress and make suggestions for future actions.

e. Report periodically to the Governor on the recommendations and activities of the Advisory Committee.

3. Interagency Cooperation. The Committee shall receive the cooperation of all state departments and agencies in discharging their responsibilities, including appropriate staff support.
