About the Quality Measure Alignment Taskforce
The Executive Office of Health and Human Services (EOHHS), in collaboration with the Massachusetts Health Policy Commission (HPC) and the Center for Health Information Analysis (CHIA), convened a Quality Measure Alignment Taskforce (“Taskforce”) in 2017. The primary goals of the Taskforce include building consensus on an aligned measure set for voluntary adoption by private and public payers and by providers in global budget-based risk contracts, identifying strategic priority areas for measure development where measure gaps exist, and advising on the measurement and reporting of health and health care inequities and accountability for reducing such inequities. The Taskforce’s membership includes representatives from provider organizations, commercial and Medicaid managed care health plans, academic experts, consumer advocates, and state agencies.
Beginning in January 2026, the Taskforce will serve as a Technical Advisory Group (TAG) supporting the Statewide Quality Advisory Committee (SQAC), which is charged by recent legislation (Chapter 343: An Act Enhancing the Market Review Process) with establishing the first Aligned Measure Set for mandatory use in global budget-based risk contracts, effective for 2027-2028 contracts.

Aligned Measure Set
The 2026 Aligned Measure Set and Implementation Parameters documents (links below) put forth the Massachusetts Aligned Measure Set for implementation starting January 1, 2026. The Taskforce will be tracking adoption by payers of the Aligned Measure Set in ACO contracts and will report publicly on those findings.

Health Equity Data Standards and Accountability Framework –Health Equity Data Standards were updated in September 2025
In support of the Taskforce’s goals to advise on the measurement and reporting of health and health care inequities and accountability for reducing such inequities, EOHHS convened a Health Equity Technical Advisory Group in 2022 which included three subgroups: one focusing on measurement (this subgroup consists of the current Taskforce members), one focusing on data standards, and one focusing on accountability. Membership for the latter two groups was established through an open procurement process in December 2021, and the Data Standards and Accountability Framework groups concluded and made recommendations to the Taskforce in September 2022.
The Health Equity Data Standards Technical Advisory Group convened again in 2025 through a new open procurement process, and the updated Health Equity Data Standards (September 2025) have been approved by the Secretary of Health and Human Services, with recommended implementation by January 2028.
