About the Quality Measure Alignment Taskforce

The Executive Office of Health and Human Services (EOHHS), in collaboration with the Massachusetts Health Policy Commission (HPC) and the Center for Health Information Analysis (CHIA), convened a Quality Measure Alignment Taskforce (“Taskforce”) in 2017. The primary goals of the Taskforce include building consensus on an aligned measure set for voluntary adoption by private and public payers and by providers in global budget-based risk contracts, identifying strategic priority areas for measure development where measure gaps exist, and advising on the measurement and reporting of health and health care inequities and accountability for reducing such inequities. The Taskforce’s membership includes representatives from provider organizations, commercial and Medicaid managed care health plans, academic experts, consumer advocates, and state agencies.

About the Health Equity Data Standards and Accountability Groups

In support of the Taskforce’s goals to advise on the measurement and reporting of health and health care inequities and accountability for reducing such inequities, EOHHS convened a Health Equity Technical Advisory Group in 2022 which includes three subgroups: one focusing on measurement (this subgroup consists of the current Taskforce members), one focusing on data standards, and one focusing on accountability. Membership for the latter two groups was established through an open procurement process in December 2021. See About the Health Equity Data Standards and Accountability Groups section below for more information.

The Health Equity Technical Advisory Group is charged with recommending an aligned approach to:

  1. Standardizing data collection related to social risk factors including (but not limited to) race, ethnicity, language, disability (RELD), sexual orientation, gender identity, and sex (SOGIS);
  2. Promoting and assuring completeness and integrity of RELD and SOGI data;
  3. Measuring and reporting on health and health care inequities; and
  4. Ensuring providers serving populations with disproportionate social risk, and the healthcare consumers attributed to them, are not unfairly disadvantaged by the introduction of accountability for reducing inequities.

Health Equity Data Standards and Accountability Groups: Public Comments

Each group met a total of seven times between February and June, 2022, and produced the recommendations linked below. EOHHS is soliciting feedback from the public through July 15, 2022. Members of the public are encouraged to submit written comments by emailing Quality.Alignment@chiamass.gov. Please also direct any questions to this email.

Upcoming Meeting Schedule

Currently, there are no upcoming meetings scheduled. The Health Equity Data Standards and Accountability Technical Advisory Groups have concluded their original scope of work, and the Taskforce does not meet during the summer. Once Taskforce meetings are scheduled for the next cycle, beginning in September 2022, dates will be added here. Please reach out to Quality.Alignment@chiamass.gov if any questions.

Aligned Measure Set

The 2022 Measures and Implementation Parameters document (link below) puts forth the Massachusetts Aligned Measure Set for implementation starting January 1, 2022. The Taskforce will be tracking adoption by payers of the Aligned Measure Set in ACO contracts, and will report publicly on those findings.

Aligned Measure Set: Public Comments

Each year, the Taskforce conducts an annual review of its Aligned Measure Set to recommend changes to Secretary Sudders for adoption in contracts beginning January 1st of the following year. The Taskforce will conduct its annual review of the Aligned Measure Set for contracts beginning in 2023 between January-April, 2022. The 2023 Aligned Measure Set will be posted to this site following completion of the annual review, and the Taskforce will invite members of the public to submit written recommendations for the next review cycle before the end of the calendar year.
