About the Quality Measure Alignment Taskforce
The Executive Office of Health and Human Services (EOHHS), in collaboration with the Massachusetts Health Policy Commission (HPC) and the Center for Health Information Analysis (CHIA), convened a Quality Measure Alignment Taskforce (“Taskforce”) in 2017. The primary goals of the Taskforce include building consensus on an aligned measure set for voluntary adoption by private and public payers and by providers in global budget-based risk contracts, identifying strategic priority areas for measure development where measure gaps exist, and advising on the measurement and reporting of health and health care inequities and accountability for reducing such inequities. The Taskforce’s membership includes representatives from provider organizations, commercial and Medicaid managed care health plans, academic experts, consumer advocates, and state agencies.
Upcoming Meeting Schedule
The Taskforce does not convene during the summer months. Meetings will resume in Fall 2024 at the times below, and the 2025 meetings will be added shortly.

Aligned Measure Set
The 2025 Aligned Measure Set and Implementation Parameters documents (links below) put forth the Massachusetts Aligned Measure Set for implementation starting January 1, 2025. The Taskforce will be tracking adoption by payers of the Aligned Measure Set in ACO contracts and will report publicly on those findings.

Aligned Measure Set: Public Comments
Each year, the Taskforce conducts an annual review of its Aligned Measure Set to recommend changes to the Secretary of Health and Human Services for adoption in contracts beginning January 1st of the following year.

Health Equity Data Standards and Accountability Framework
In support of the Taskforce’s goals to advise on the measurement and reporting of health and health care inequities and accountability for reducing such inequities, EOHHS convened a Health Equity Technical Advisory Group in 2022 which included three subgroups: one focusing on measurement (this subgroup consists of the current Taskforce members), one focusing on data standards, and one focusing on accountability. Membership for the latter two groups was established through an open procurement process in December 2021, and the Data Standards and Accountability Framework groups concluded and made recommendations to the Taskforce in September 2022.
Health Equity Data Standards and Accountability Framework recommendations have been finalized and approved by the Secretary of Health and Human Services. Please contact Quality.Alignment@chiamass.gov with any questions or feedback.
